Independent safety and economic regulator for Britain's railways and monitor of Highways England

Aims:

To apply independent, fair and effective regulation to enable the railway to be safe, well maintained and efficient, and to ensure that it provides value for money for users and for its funders.

Services provided:

  • regulate Network Rail’s stewardship of the national rail network
  • licence operators of railway assets
  • approve track, station, light maintenance depot access

Safety is a fundamental issue for the rail industry ensuring that both workers and passengers are protected. ORR’s regulatory powers require them to investigate breaches of health and safety legislation.
ORR’s role is to ensure that the road network is managed to deliver performance, including efficiency, safety and sustainability, for the benefit of road users and the public.  They advise the government on Highways England’s future performance objectives.
